Through this agreement, the institutions involved consider it key to move forward in inter-institutional collaboration.<\/h6>\n<h6>This is the first step towards reinforcing the joint definition of criteria, promoting coordination and speeding up the processing of administrative permits for uses, activities and projects related to the river.<\/h6>\n<p>This morning, the Arabian Room of the Bilbao City Hall has been the venue for the signing not only of a <strong>groundbreaking<\/strong><strong> agreement in Spain <\/strong><strong>but one of great significance<\/strong><strong> for the future of <\/strong><strong>Bilbao <\/strong><strong>and its <\/strong><strong>river<\/strong>. All the public authorities and entities with responsibilities in this environmental field have signed <strong>a Memorandum of Understanding<\/strong> in <strong>relation to the Use and Development of the Nervi\u00f3n-Ibaizabal and Cadagua <\/strong><strong>river <\/strong><strong>basins as they pass through the City of Bilbao<\/strong>.<\/p>\n<p>The signatories to the agreement include <strong>Mr <\/strong><strong>Juan Mari Aburto<\/strong><strong><em>, <\/em><\/strong>Mayor of Bilbao, on behalf of the City Council: <strong>Mr V<\/strong><strong>icente Reyes<\/strong>, Head of the Central Government Sub-delegation in Bizkaia &#8211; accompanied by <strong>Mr<\/strong><strong> Fernando P\u00e9rez Burgos<\/strong>, Head of the Coastal Demarcation in the Basque Country, and <strong>Mr <\/strong><strong>Carlos Garc\u00eda Buend\u00eda<\/strong>, sea captain, on behalf of the Directorate General of the Merchant Marine: <strong>Mr <\/strong><strong>Ricardo Barkala<\/strong>, President of the Port Authority of Bilbao: <strong>Mr <\/strong><strong>To\u00f1o Aiz<\/strong>, General Director of URA: and <strong>Mr. Kepa Odriozola<\/strong>, President of the Bilbao Bizkaia Water Consortium.<\/p>\n<p>In signing this agreement, the public institutions and entities responsible for the river highlight that <strong>one of <\/strong><strong>the <\/strong><strong>main challenges <\/strong><strong>facing Bilbao <\/strong><strong>is to continue <\/strong><strong>driving <\/strong><strong>its transformation and sustainable development<\/strong><strong> forward<\/strong>, a process in which \u201c<strong><em>the Nervi\u00f3n-Ibaizabal and Cadagua basins play a strategic role<\/em><\/strong><em>\u201d<\/em><em>.<\/em><\/p>\n<p>Furthermore, to achieve this goal, these same players believe <em>\u201c<\/em><strong><em>it is essential to <\/em><\/strong><strong><em>tap further into potential<\/em><\/strong><strong><em> inter-institutional collaboration, <\/em><\/strong><strong><em>enabling <\/em><\/strong><strong><em>a joint and coherent strategy<\/em><\/strong><strong><em> to be defined<\/em><\/strong> <em>for expansion, management<\/em><em> and<\/em><em> exploitation<\/em><em>,<\/em><em> and <\/em><em>to reconnect and bring the people of the riverside environment closer to the city\u201d<\/em><em>, <\/em>ensuring this is done in line with an inclusive and cross-cutting vision of the city which brings together \u201cc<em>ivic, cultural, educational, environmental and activation interests, prioritising resilience, safety and biodiversity in the urban environment<\/em><em>\u201d<\/em><em>.<\/em><\/p>\n<p>Through this agreement, which other public institutions could sign up to with an addendum, <strong>all the a<\/strong><strong>uthorities<\/strong><strong> and entities represented undertake to seek <\/strong>\u201c<strong><em>formulas for collaboration<\/em><\/strong><em>\u201d<\/em> in their respective areas of competence, and to<em> &#8220;strengthen the joint definition of criteria, share projects and speed up the processing of administrative <\/em><em>permits<\/em><em>&#8221; <\/em>for projects and activities to be taken forward and developed in the maritime-terrestrial public domain and the public water domain.<\/p>\n<p><\/div><div class=\"one_half column-last bbcol\"><\/p>\n<figure <strong>three strategic commitments are <\/strong>manifest in this document:<\/p>\n<ul>\n<li>to promote institutional collaboration to improve safety and resilience in the urban environment of the city of Bilbao;<\/li>\n<li>to promote the conservation, improvement and dissemination of its biodiversity; and<\/li>\n<li>to collaborate in the activation of the Nervi\u00f3n-Ibaizabal basin and the Cadagua basin as it passes through the city, seeking maximum effectiveness and efficiency.<\/li>\n<\/ul>\n<h6><strong>Uses, activities and projects<\/strong><\/h6>\n<p>The uses that the different administrations with powers in this field authorise are usually linked to the holding of sports, cultural, audiovisual, information and advertising events, activities to promote the basins, occasional and regular markets, seasonal sales stalls, festivals, fairs, etc.<\/p>\n<p>In relation to these uses, the protocol signed today \u201c<em>will seek to <strong>speed up the processing of <\/strong>those activities that do not require significant coordination between the <\/em><em>different <\/em><em>parties for their authorisation<\/em><em>\u201d<\/em><em>. <\/em><\/p>\n<p>With regard to the <strong>study, assessment and, where appropriate, coordination of projects and events of importance <\/strong>in the area of the Nervi\u00f3n-Ibaizabal and Cadagua basins as they pass through the city (in other words, those that require \u201c<em>substantial coordination<\/em><em>\u201d<\/em>), the parties involved undertake to seek \u201c<strong><em>the best formula to <\/em><\/strong><strong><em>enable<\/em><\/strong><strong><em> the <\/em><\/strong><em>necessary <strong>coordination <\/strong>to, where appropriate, make it possible to hold or develop them<\/em><em>\u201d<\/em><em>.<\/em><\/p>\n<p>And all this with an eye to the future \u201c<em>taking into account <strong>the substantial increase in projects, uses and activities due to new urban development projects<\/strong><\/em><em>\u201d<\/em> <strong>in riverside areas <\/strong>such as Zorrotzaurre and Punta Zorrotza.<\/p>\n<p><\/div><div class=\"clear\"><\/div><\/p>\n <div
