Section 4, subsection 2.<\/h2>\n<ul>\n<li><span class=\"fondoGrisClaro paddingLR5\">Art. 205.<\/span> <span style=\"text-decoration: underline;\">This charge applies<\/span> to the use by passengers and to their luggage, and where applicable to the vehicles they embark or disembark as vehicles of passage, to the use of berthing facilities, land accesses, roads and other port facilities.<\/li>\n<li><span class=\"fondoGrisClaro paddingLR5\">Art. 206.<\/span>\n<ul>\n<li>The <span style=\"text-decoration: underline;\">substitute person<\/span> liable for this charge is:\n<ul>\n<li>the vessel shipping agent at public docks.<\/li>\n<li>the licence or authorization holder at berths and maritime terminals jointly licensed or authorised.<\/li>\n<\/ul>\n<\/li>\n<li>The <span style=\"text-decoration: underline;\">persons with joint liability<\/span> are the owner of the vessel and the shipping agent.<\/li>\n<\/ul>\n<\/li>\n<li><span class=\"fondoGrisClaro paddingLR5\">Art. 207.<\/span> <span style=\"text-decoration: underline;\">The rate shall be charged<\/span> as from when the embarking, disembarking or transitof passengers begins and, where
